Should be mutual - if one of the two is in on business then they pay , usually that would involve a meal cost above the expenses rules so then the other tops up. Often you may go somewhere really special and share the cost - If one is working and has the benefit of expenses /finance then the person who can best afford it and keep things clear from suspicion should do so... Absolutely nothing to do with who is gentleman who is the lady..
